Portugal’s Piracy Rates Surpass European Average

MUSO’s latest data analysis reveals that Portugal continues to experience significantly higher levels of digital piracy compared to the rest of Europe — with more piracy visits per internet user than any other country in the region.

Released in conjunction with the II Colloquium on Digital Piracy of Audiovisual Content in Lisbon (15 May, 2025), the data shines a spotlight on the scale and urgency of the piracy challenge in Portugal.

Global Piracy Overview (2017 to March 2025)

    • Total piracy visits: 1.638 trillion

    • Average visits per internet user: 486.55

Europe Overview (2017 to March 2025)

    • Total piracy visits: 423 billion

    • Average visits per internet user: 911.08

Portugal Overview (2017 to March 2025)

    • Total piracy visits: 8.4 billion

    • Average visits per internet user: 1,211.21

Portugal's piracy rate per user is 33% higher than the European average, marking it as one of the most active territories for unauthorised content consumption.


Year-on-Year Piracy Trends

Over the last 12 months (April 2024 – March 2025), Portugal saw 1.29 billion piracy site visits, equating to 186.58 visits per internet user. In comparison, Europe saw 143 billion visits or 107.61 per internet user.

This pattern of high engagement has remained consistent across several years, indicating a need for ongoing and more refined enforcement strategies.

The primary method Portuguese users access pirated content is through direct site visits, as opposed to search engines, social media, or streaming aggregators.

MUSO’s findings show that Portugal’s digital piracy landscape remains significantly more active than the European average. With more than 1,200 piracy visits per user recorded since 2017 and persistent high activity year-on-year, Portugal represents a key challenge — and opportunity — for content protection stakeholders.
